EPA Method 8315 provides a method for determination of aldehydes. You can search for the details on the EPA web site. I developed the original version for formaldehyde.
Depending on your equipment, you may be able to do the derivatization on-line, using the autosampler, but that technique has not been published.
You will use UV-Visible detector with a liquid chromatography (HPLC) system. Then you can separate the individual compounds and compare to standards. If you use only UV-Visible spectrometer, with no chromatography, then you would only measure total aldehydes and ketones, and maybe other interferences.

I could not locate any article for direct analysis of aldehydes but this one is quite closer as it uses the 2, 4 DNP derivatives of aldehydes.

With derivatization, yes, aldehydes can be quantified in any water sample.
