I am looking for manufacturing of Fabrication for silicon (hollow silicon, or silicone oxide)-nanoparticles feature sizes from 1 to 1,000 m or even smaller that could be could be used to deliver drugs, proteins, and particles across skin in a minimally invasive manner, do you know anyone?

Silicon particles with these size ranges are NOT nanoparticles and they are NOT ideal carriers for transdermal drug delivery. I suggest you read more about basic research on formulation studies and the formulations that are already in the clinic use first.
