Hello,
I work in an FDA regulated lab, and our requirements are Total Microbial Bioburden, USP <1231>, < 500 CFU/mL. We do a hetertrophic pour plate to test the water on a monthly basis. However, I would look into the USP requirements or 21 CFR Part 210 & 211 FDA regulations.

/there is no such "specification". City water us what it is - you hardly have a right to refuse it.

That said, I'd expect it to meet EPA drinking water "specs"
