Is there a national database that is put out on institutions
who have just been awarded new funding or a database
for new Institutions being designed?

Yes, there is the CRISP database
http://crisp.cit.nih.gov/ for all NIH funding.

There is also a database (NaviGRANT) database put out by G&S Discovery out of Indianapolis which has all the NIH grant information but also about 20 other databases including other country funding
