Can any one sugest me a film forming polymer which is water soluble (pharma approved or GRASS) and has a melting point between 60 and 90 C?

Carageenan can be made to melt in this temperature range if a certain amount of potassium ions are present. See http://www.cpkelco.com/carrageenan/gelling_mechanism.html for more information

Also Polyox (polyethylene oxide polymers) is a water soluble film former which has a melting point of 62-67 according to http://www.dow.com/dowexcipients/products/chemistry/polyox.htm
