Genetic engineering has become so broad that many, many schools can provide a good education. You might want to start out by finding a more specific aspect of genetic engineering that interests you, and do a PubMed search on it. See who's doing interesting work, and look at their lab website or their other publications. Next, contact them directly. Some reserachers won't want to be bothered, but others will be extremely helpful.
