i am a student trying to find help in the area of tissue engineering i am also looking for a principal investagator from around the west texas area to help me out.

You could look at University of Texas at San Antonio. They have a biomedical engineering department. Faculty of the department is listed on this site. Although San Antonio is more central than west Texas.
