Come to India and get cought up with neurochem pople in National Institute of Mental Health and Neuroscience.Bangalore.
www.nimhans.kar.nic.in

Though Ph.D is awarded in neurochem, essentially you'll not learn anything 'cuz there is no course work. There is extensive clinical neuroscience work is pursuded in the institute. If you "Believe in self help" you can drop in here.

You could try the Penn State neuroscience program: http://www.huck.psu.edu/Neuroscience/ They have quite a few faculty who do neurochemistry work (check out the faculty list at http://www.huck.psu.edu/Neuroscience/Faculty.html). For instance, Andy Ewing is a chemistry professor primarily.

UC San Diego is a good place to do "neurochemistry"
You may be looking to get a PhD in Pharmacology, Molecular Biology, or Biochemistry--just pick the right lab for neurochemistry training.
