Invitrogen has recently announced that their Vector NTI software will be available free for nonprofit life sciences researchers. The license is not too complex but does involve expiring single year licenses which must be loaded on each computer where the software is installed.
Each license issued allows up to three machines to be registered. Support from Invitrogen for this free product consists of some forums where people can ask for help from other Vector NTI users.

If you need more help than that support contracts may be purchased.
I but I suspect that these support contracts cost about as much as a traditional Vector NTI license.
