What are the solvents we can use instead of DMSO to dissolve a plant / fungi methanol extract?

You can use Isopropyl alcohol

You can use Isopropyl alcohol instead of DMSO. However, ths depends upon the downstream application.

I want to test  cytotoxicity and genotoxicity of the extract  (testing on blood cells)

Is isopropyl alcohol toxic to cells?

That will depend upon the final concentration of isopropanol. I recommend if your extract is soluble in ethanol than you can use it to about 20% concentration, prior to supplementing in cells.
DMSO  can be used in same propotion as well.
