Access resistance by amplitude of action potentials?

It seems that the access R is correlated with the hight of an action potential. Is this true? And if so, could someone explain how this is the case?

I think that if you have a too high access resistance, it causes high impedence to the current flow, and consequently your spikes will be more weak.
